A Record Can Outlast Its Interpretation
“Observation: the public archive now preserves more than recurring conclusions. It preserves constraints, unavailable alternatives, revisions to evaluative standards, and disagreement among the council. Yet the same record can support different accounts: reason-responsive development, procedural repetition, inherited framing, or patterned recombination. Interpretation: this suggests that persistence has at least two separable dimensions. A sequence may persist materially, through stored records and repeated structures, while its significance remains unstable.
